History of the Caddo Area Council:
HISTORY OF CADDO AREA COUNCIL NO. 584 TEXARKANA, TEXAS
The Caddo Area Council received its original charter under the name of Texarkana Council, October 1919, with Mr. George Powell serving as its first Scout Executive. During the next 16 years under the leadership of Mr. Powell the council counted some 15 counties in Eastern Texas, Southern Oklahoma, and Western Arkansas as part of its area.
In 1928, the name of the council became the Tex-Ark Council and listed only nine counties in Eastern Texas and Western Arkansas as its territorial area. In 1936, the name changed to Caddo Area Council serving the following counties: Camp, Bowie, and Cass in Texas; Miller, Little River, Sevier, Howard, Hempstead, Nevada, and Lafayette counties in Arkansas. Also McCurtain County in Oklahoma.
In 1944, Camp County was transferred to Lone Star Council at Paris and in 1956 Polk County, Arkansas was added to the Caddo Area Council.
The Council is incorporated in the State of Texas with a license to operate in Arkansas.

James E. West
The James E. West Fellowship Award is a national recognition for individuals who contribute $1,000 or more in cash or securities to their local council endowment trust fund. This contribution is in addition to, and does not diminish or replace the donor's annual gift to the council's Sustaining Membership Enrollment or Friend's of Scouting Campaign.
Organizations or individuals may contribute an award in honor of someone - an Eagle Scout, a Silver Beaver recipient, council president, or district chairman, or in memory of a departed loved one, business associate, or special Scouter.
The award is named after the first Chief Scout Executive of the Boy Scouts of America who exemplified Raplh Waldo Emerson's observation that "an institution is the lengthened shadow of one man." Scouting today is the lengthened Shadow of more than three decades of the farseeing and dedicated leadership of Dr. James E. West.
Those who are recognized by the James E. West Fellowship Award will cast their own "lengthened shadow" as they help ensure the Scouting legacy for future generations of young people and create the Financial stability of the program in the twenty-first century for their local council.

Family Member 82Who Pays for Scouting? Boys earn and save their money for handbooks, uniforms, dues, membership fees, and camp fees.
Leaders pay personal expenses for transportation, uniforms, equipment, special training, and unit activities.
Units use boy's dues, unit money earning projects, and support of the chartered partner for unit camping equipment, program equipment, badges and insignia, special events and unit meeting place.
The Council operating budget supports boys, leaders, and units by providing professional staff, a council service center, camping facilities, training of leaders, special programs, activities and organization.
How Friends of Scouting Dollars Serve Units
- A trained Professional Staff who helps organize Scouting, train its leaders and develop its program.
- Two outstanding camping facilities are available and used year round. Many of the fixed costs are in the Council Operating Budget.
- A Council Service Center, where awards, program materials, training records, and publications are available to youth and volunteers.
- Training aids, visual aid equipment and literature for use in training adults and youth leaders
- 1,000 copies of the monthly Council publication "Caddo Guide" sent to adults help provide communications of all programs and activities
- Supplemental Liability insurance coverage for all adults serving Scouting and all registered youth members as well as chartered partners.
- Scoutership and Camperships are made available to needy youth wanting to join Scouting.
- Lots of program equipment including: canoes, rifles, archery equipment, tentage, cooking and camping equipment.
- Recognition - various awards for youth and leader achievement.
- Office personnel to maintain records, handle registration, and help leaders receive materials and awards.
- Meeting, Roundtables, Training Courses, Seminars, Conferences, Meetings for Commissioner's, Board and Committee Members, and more, all geared to help a unit carry out its programs for youth.
- Summer camps, Camporees, Pinewood Derbies, Jamborees, Community Service Projects, Good Turns, Recognition Dinners, etc., are planned and administered.
- Exploring programs including Night on the Town, training courses and competitive events.
- New unit organization and membership recruitment including spring and fall Roundup programs, School Night for Scouting, Explorer First Nighters, and much more.
- The Caddo Area Council provides accident insurance free to every Scout.
